At one time, the west side of White River City was flush with money and industry. Natural gas reserves and proximity to several rail lines had allowed the City to prosper as a hub of American manufacturing.
But in the early 1900s, the gas finally ran out. Recognizing the city must adapt or die, Mayor Jefferson Stone secured investment into Princemoore University, allowing the college to expand, bringing in more students and businesses.
The investment eventually began centering on the east side of the river, slowly letting the west side decay. As companies started seeking greater profits by shifting jobs overseas, 1000s lost their jobs or relocated.
Today, the west siders eek out an existence by working low wage paying jobs, seeking government assistance, or resorting to criminal activities.

Born in the slums of New Urbania's Atlantic Shore district, Tony Pascal's life began in abject poverty. Raised by a single mother and without a stable father figure, Tony turned to the streets for any financial and emotional support he could muster. As a teenager he turned towards the Counterculture, initially as a Beatnik, but eventually falling in with Anarchists by the late 60s. He met Michelle Porter at an anti-government rally on the campus of New Urbania Metropolitan University. After nearly blowing himself up with a homemade pipe bomb, Michelle urged Tony to move back to White River City with her. Never adjusting to his new environment, Tony began heavily drinking, causing MIchelle to leave him and marry Donnie Hernandez in 1980.

Biography:
The product of a love affair between Michelle Porter and Tony Pascal, Dylan has only vague memories of his childhood when his parents were together. He has lived with his father since 1980, visiting his mother and her new husband's family on weekends and some holidays. Even at the age of eleven he knows his father is slowly drinking himself to death. He's talked with both parents about moving in with his mother, but they both only speak to him about an "arrangement" that was made and nothing can be done about it.
